CanBeScrolledIntoView probably should use FlatTreeTraversal, or the LayoutObject tree.

I think the intention of the code is to check the bounding box of the parent nodes. That's usually the job of the layout object tree, but if it's intentional to keep it in terms of the node tree, it should probably use the Flat tree at least.
