Steps to reproduce:
1. Launch chrome and open incognito tab
2. Load URL “chrome://crash”
3. Tap on the link “suggestions” 
4. Go back to step 2 incognito tab and tap on Reload button
5. Tap on “Learn more” link

Observed results:
At step 3 and 5 “Chrome help” page is opened in new normal tab instead of new incognito tab

Expected results:
Tap on a link(which opens url in new tab) in incognito tab should open the new tab in incognito only
