Regression: Spacing issue is seen in 'Confirm change to allow proxies for shared networks' overlay |

Issue descriptionChrome Version: 61.0.3144.0/9693.1.0 dev channel Daisy,Minnie & Kip OS: Chrome What steps will reproduce the problem? (1)Sign in to chrome >> Navigate to chrome://md-settings/networks?type=WiFi page (2)Click on connected WiFi >> Click on Proxy drop down (3)Now enable Allow proxies for shared networks toggle button and Observe spacing between'Cancel' and 'Confirm' buttons in 'Confirm change to allow proxies for shared networks' overlay Expected: Proper spacing should be seen between'Cancel' and 'Confirm' buttons in 'Confirm change to allow proxies for shared networks' overlay Actual: Instead,spacing issue is seen. This is regression issue as no such spacing issue is seen in 60.0.3096.0/9544.0.0 dev channel Daisy Attaching screen shots for reference.
