Regression:Light Text is seen for Headings,Settings menu in chrome://md-settings page

Issue description

Chrome Version: 61.0.3144.0/9693.1.0 dev channel Daisy,Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user >> Launch chrome >> navigate to chrome://md-settings/help and Observe the font 'CHECK FOR UPDATES'

or

(2)Sign in to user >> Launch chrome >> navigate to chrome://md-settings page and click on left side Settings Menu

Actual:Light text is seen.
Expected:Instead,Thick text should be seen.

This is regression issue as same is working fine in 61.0.3138.0/9688.0.0 dev channel Kip.
