What steps will reproduce the problem?
(1) enable-virtual-keyboard in chrome:flags. Uninstall hangout apps if you have.
(2) Open inbox.google.com and start conversation on the hangout in the page.
(3) Pop up the chat app clicking ↗ icon 
(4) Move the chat app so that VK will occlude the message box.
(5) Tap the message box.

What is the expected result?
Auto-scroll happens so that the message box is just visible.

What happens instead?
Auto-scroll happens but white rectangle occludes a part of the chat app including the message box.
