Regression: Arrow pointer is seen instead of hand pointer on bookmarked page after hovering on it.

Chrome Version: 61.0.3144.0 Revision 02c80fa9c3cc98fe3ae5e94e881f4a05d9cd174c-refs/heads/master@{#483234}(32/64 bit)
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and bookmarked it. 
(2) Navigate to chrome://bookmarks page and hover mouse on bookmarked page, observe pointer.

Actual: Arrow pointer is seen instead of hand pointer on bookmarked page.

Expected: Hand pointer should seen on bookmarked page.

This is a regression issue, broken in 'M-60', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good build:60.0.3110.0(Revision:474499).
Bad build:60.0.3112.0(Revision:474897).

You are probably looking for a change made after 474617 (known good), but no later than 474618 (first known bad).

This is a result of changing from an <a> to a <div>. This decision is being made on other factors.

With respect to comment 2:

If Arrow pointer should seen on bookmarked page then after hovering mouse on right click context menu options of bookmarked page should show arrow pointer instead of hand pointer.
