Regression: Loclization is not applied for flags name and drop down list on chrome://flags page.

Chrome Version: 61.0.3144.0 (Official Build)02c80fa9c3cc98fe3ae5e94e881f4a05d9cd174c-refs/heads/master@{#483234} 32/64-bit.
OS: Windows (7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome and change browser language to Hindi.
2. Now, navigate to chrome://flags and observe.

Localization is not applied for flags name and drop down list.
Localization should be applied for flags name and drop down list.

This is a windows specific regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3047.0
Bad build: 59.0.3048.0

Note: This issue is not seen on Mac and Linux OS.

Able to reproduce the issue on Windows 7 using latest Canary#61.0.3143.0.
Manual Bisect info:
-----------------
Good build: 59.0.3047.0-Revision-458255
Bad build: 59.0.3048.0-Revision-458590

Per revision bisect info:

You are probably looking for a change made after 458334 (known good), but no later than 458335 (first known bad).

As you can see from the bug associated with the CL identified in #1 ( issue 587272 ), not translating about:flags messages is on purpose.
