Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.90 Safari/537.36 Steps to reproduce the problem: 1. Click and hold the tab in category 2. than release it on any other part of page 3. you will find tab will be activated but content is not changing What is the expected behavior? content must change or tab must not be activated, What went wrong? Content is not changing but the tab is activated as per attached video. Did this work before? No Chrome version: 54.0.2840.90 Channel: stable OS Version: 16.04 Flash Version: Shockwave Flash 26.0 r0

Able to reproduce the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.5 with Stable #59.0.3071.115 , Canary #61.0.3147.0 and also in earlier version #45.0.2454.101, hence marking it as Untriaged. Attaching a screen-cast for reference.
