Regression : 'Add person' window closes after pressing 'Enter' key.

Issue description

Version: 61.0.3144.0 02c80fa9c3cc98fe3ae5e94e881f4a05d9cd174c-refs/heads/master@{#483234}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, click on avatar icon in top RHS of browser and click on 'Mange people' to open 'Mange people' overlay.
2. Now click on 'Add person' and press tab key to bring focus on first avatar icon.
3. Now press Right arrow key to bring focus on second avatar icon and press 'Enter' key,observe 'Add person' window

Actual: 'Add person' window closes after pressing 'Enter' key
Expected: 'Add person' window should not close and avatar icon should get selected after pressing 'Enter' key

This is regression issue, broken in ‘M 55’ and will soon update other info :
Good build:55.0.2868.0

This has been broken for 4 releases, so it should not be a P1. Moving it to P2.

Re-assigning to Jerome as he has looked at similar issues a while back.
