Incorrect dialog box is seen for “Open All tabs in Incognito window”.

Chrome Version:Chrome Version:61.0.3144.0 (Official Build)  02c80fa9c3cc98fe3ae5e94e881f4a05d9cd174c-refs/heads/master@{#483234}
OS:Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Pre-condition:
1. Sign-into chrome with valid credential and bookmark chrome internals pages like chrome://extensions/,chrome://settings/ 
2. Bookmark 5-6 websites.

What steps will reproduce the problem?
1. Launch chrome and right click on bookmark bar 
2. Click on “Open All ( ) in Incognito window” option and observe number of tabs in dialog box

Actual: Incorrect numbers of tabs is seen.
Expected: Correct numbers of tabs should be seen in dialog box for incognito.

This is regression issue, broken in ‘M 61’ and below is manual bisect:
Good build:61.0.3142.0
Bad build:61.0.3143.0

Correction:
Above issue is non-regression issue, reproducible from 'M 40' (40.0.2172.0)(i.e Incorrect numbers of tabs is seen in dialog box for “Open All ( ) in Incognito window”
