Regression: Default focus ring on avatar icon is not seen in 'Manage people' window.

OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, click on Avatar icon then click on 'Manage people'
(2) Now click on Add person and observe default focus ring on avatar icon.

Actual: Default focus ring on avatar icon is not seen.

Expected: Default focus ring on avatar icon should seen.

This is a regression issue, broken in 'M-61', will soon update the other info:

Able to reproduce the issue on Mac 10.12.5,Ubuntu 14.04 & Windows 7 using latest Canary#61.0.3143.0.
Manual bisect info:
------------------
Good Build: 61.0.3139.0-Revision-481757
Bad Build: 61.0.3141.0-Revision-482153

Per revision bisect info:

You are probably looking for a change made after 481775 (known good), but no later than 481776 (first known bad).
