When use emoji input in touch keyboard, wrong emoticon is inputted

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.66.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.114 Safari/537.36

Steps to reproduce the problem:
1. Enable touch keyboard or change to tablet mode
2. Select emoji palette in touch keyboard
3. Select second tap then check third icon.
   (Please refer detailed position in attached video)

What is the expected behavior?
emoticon that selected in palette should be inputted 

What went wrong?
other emoticon is inputted.

Hi.
When check emoji with below site, the code "U+263A" smiling face is shown normally.

http://www.unicode.org/emoji/charts/full-emoji-list.html#263a

Also when input the emoji into android app, there are no problem.

This proelbm is only occured when input or copy the emoji to chrome browser. (chromeos)

Unicode U+1F642 (Slightly smiling face) is well shown on chromeOS.
I think that chaning from U+263A to U+1F642 is one solution for this problem.

The emoji seems to be inputted correctly. The font used on omnibar may not support colored emojis. We can check it by copying "U_263A" from the page in #3 and pasting it into the omnibar.

Note that "U+1F642" is different character from "U+263A", we can't use "U+1F642" instead of "U+263A"

IIUC, this is not the IME issue. It's font rendering issue.

Gene, can you have a look? The required work is just changing the font to render all emojis correctly (this is bad: ☺ this is good: 😀 )

IIUC, this is not a keyboard/IME issue. Removing those components.
Hi. This issue still same in latest OS version (R69 dev)
If there are no plan to change or update font, i think the emoji icon should be deleted.
