DON flow isn't started if page captures video (Pixel & Nexus 5X)

Project Member Reported by vsupruniuk@google.com, Jun 29 2017

Issue description

Chrome Canary: 61.0.3143.0
OS: Android 7.1.2
Device: Pixel

What steps will reproduce the problem?
1. Visit https://permission.site/
2. Tap "Camera" button and allow access to the camera. Video access indicator should appear in Android notification area
3. Put device into headset

What is the expected result?
Chrome should be switched to VR mode after DON flow is completed. Video capturing indicator should appear at the top of the Browser screen.

What happens instead?
Nothing happens, DON flow is not even started, Chrome stays in 2D mode.

It looks to be out of our control. IIUC, device doesn't read the NFC tag while capturing video.

Just to confirm, this has never worked?

This appears to be an issue (possibly intentional behavior) with stock Android. A Nexus 5X and Pixel XL do not respond to the NFC tag when Chrome is using the camera or while the camera app is in the foreground. (When Chrome is not in the foreground, the NFC does work even though the camera icon is in the tray.)

However, a Samsung S8+ does respond to NFC in both cases.
I tried this on Pixel devices only and this has never worked.

We've confirmed that the NFC reader not working while the camera is active is by design for the Nexus 5X and Pixel.
