Haven't fully thought it through but the webapk launch intent should ideally include some data about whether it's a new host browser so we can track when this happens. Alternatively (and perhaps preferably), we could have the host browser, record who was the runtimeHost and know whether it's unbound, bound, or previously someone else's.
