Remove flag for the new ZIP unpacker. |

Issue descriptionThe flag exists as the ZIP unpacker was randomly unavailable to users. Once we move finish migrating the ZIP unpacker to Chromium repository and making it a regular component extension, the problems should be gone. We can then remove the flag.
