Issue descriptionCurrent timeout is 3 hours. First time out happened here (even before webgl2_conformance_d3d11_passthrough_tests were added): https://build.chromium.org/p/chromium.gpu.fyi/builders/Win7%20Release%20%28NVIDIA%29/builds/30483 Build times varied wildly, and were nearing timing out for a while: https://build.chromium.org/p/chromium.gpu.fyi/builders/Win7%20Release%20%28NVIDIA%29/builds/30469 took 2 hours 3 minutes https://build.chromium.org/p/chromium.gpu.fyi/builders/Win7%20Release%20%28NVIDIA%29/builds/30468 took 2 hours 51 minutes In https://build.chromium.org/p/chromium.gpu.fyi/builders/Win7%20Release%20%28NVIDIA%29/builds/30561 webgl2_conformance_d3d11_passthrough_tests were added in https://chromium-review.googlesource.com/533795, and since then it almost always times out. Going to increase the timeout to 4 hours.
