Shard alerts being sent before a shard is actually in service

Issue descriptionchromeos-server104 is currently in the process of being set up, see bug 717192. Starting late yesterday, we started getting "ShardTickRateLow" alerts, even though the shard is currently not expected to work, and is not in service. The deployment process and/or the alert logic need to be arranged so that a server that isn't yet actually in service doesn't create spam of this sort.
