[TTS] Surrounding text gathered is shorter than expected

I just noticed that the surrounding text gathered by a Tap is only 400 characters even when we're resolving.  It should be 1500 characters when we resolve.

Status: WontFix (was: Assigned)
Actually looks like the surrounding size just being limited when sent back to the Java side, the size on the native side appears to be OK.
