config_dump.json does not match the defined configs

It's a bad CL, but I have no idea which of the four that touch the cbuildbot config is guilty.  I don't think there's a point in identifying it, this bug is simply to annotate the failure.

Seems more likely to be some sort of merge problem...
Chromite CLs have to pass the unit tests in the pre-cq.

Arguably, though it's also a bug that four otherwise correct
CLs can cause this kind of failure.

Passing back to the primary deputy, since this was a CQ failure
that presumably needs a root cause.
