Pages without background sometimes show theme color instead of white

Issue description

Chrome 61.0.3141.7
OSX 10.12.5

What steps will reproduce the problem?
(1) Install https://chrome.google.com/webstore/detail/grass/mmiboiefncpfjihjdedpaoammipkilla?hl=en
(2) Visit chrome://interstitials

What is the expected result?
Blue text on white background.

What happens instead?
Blue text on green background.

Looks pretty good to me? Do other chrome:// pages not show theme color?
Nope!
This page also used to have a white background.

I just observed this on a webpage with a white background. Looks like a more general rendering issue for pages without a background.

Is it possible you have another extension causing this? Does it repro in incognito?
It doesn't reproduce deterministically at all, so it's hard for me to investigate.

Almost certainly some race condition in the new code to avoid white flashes.

If it helps, I have a tab open right now that reproduces reliably on refresh.
Web pages always have background colors. You must be seeing a situation
when the background does not get updated property to the page's background.
I can't reproduce this on the latest canary. Do you have a specific sequence
that still reproduces the issue?
It's rather non-deterministic. :-/

I'm okay with closing this for now and reopening if I ever see it again.
