Extra UI bits on secondary display while locked

Issue description

Chrome Version: 60.0.3112.41 (Official Build) beta (64-bit) - samus
OS: Chrome

What steps will reproduce the problem?
(0) Connect to power.
(1) Connect an external display configured above the internal display.
(2) Configure the external display as primary
(3) Set the wall paper to a solid white image.
(4) Lock the session

What is the expected result?
No weird fiddly bits on the internal screen (or a full task bar)

What happens instead?
The full shelf appears on the primary (external) display, but the secondary (internal) display also displays PART of the shelf. Specifically the user's profile pic and the lightning bolt from the battery indicator get drawn. See attached image.

Looks like the shelf is WAI, but is partially invisible due to the white font/icons. Dimming all displays (rather than just the primary) would solve this.

I believe this is fixed with new shelf design, please reopen as needed.
