Surface new UX changes to sheriffs more clearly |

Issue descriptionjparent@ suggested tooltips of some sort that you hover over and see. It might be a good idea to add hover tips to all the annotation actions on Sheriff-o-Matic to make the app a bit easier to pick up (It has been brought up several times before that Sheriff-o-Matic is confusing at first). Also, I should add a bit to the help page. A general side point: We have been adding a bunch of pretty major changes to Sheriff-o-Matic's UI fairly regularly. Perhaps, we should include some sort of update log on the site itself that sheriffs can read to see what's new? (I would be happy to do short little writeups on major UI changes, but we don't really have a standard way of presenting things like that to users at the moment.)

The tooltips have been added. Pivoting this bug to focus on tracking the more general issue of making sure sheriffs are kept in the loop about changes. I like the idea of linking to the release notes.~~
