Links with "+" are opened with "%20" instead. |

Issue description
Chrome Version: 59.0.3071.115 (Official Build) (64-bit)
OS: macOS 10.12.5
What steps will reproduce the problem?
(1) Visit a page that contains a link with a URL that contains the string "/+/".
e.g. https://foo.com/bar/+/qux
(2) Click on the said link
What is the expected result?
I expect to see a new tab with the URL https://foo.com/bar/+/qux
What happens instead?
I see a new tab with the URL https://foo.com/bar/%20/qux.
This of course results to a 404.
Now for the weird part: If I switch back to the original tab and re-click the link, chrome correctly opens the link, i.e. opens a new tab with the URL containing "+" instead of "%20".
I've had this bug happen to me twice today:
* when clicking on this link from gmail: https://chromium.googlesource.com/chromium/src/+/master/docs/threading_and_tasks.md
* when clicking on this link from Chrome iOS waterfall:
https://chrome-internal.googlesource.com/chrome/ios_internal/+/3e6dd25004b6db9fdde3d35928aaaaf6423d42d3
