Decimal mark appear as comma instead of point on css values

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3141.7 Safari/537.36

Steps to reproduce the problem:
1. Change a element style via javascript to contain a property that has a decimal point, width = '99.5px' for example
2- Inspect the element

The HTML style work fine, javascript does not

What is the expected behavior?
It should show 99.5px on the style

What went wrong?
It shows 99,5px, as shown in attached file 

This behavior also affects getComputedStyle

Did this work before? Yes Not sure, 59 stable still works

Chrome version: 61.0.3141.7  Channel: dev
OS Version: 17.04
Flash Version: 

I'm from Brazil, decimal mark here is comma, but my OS and browser language are English

Unable to reproduce this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.5(location: Brazil) with chrome #61.0.3143.0 , #61.0.3141.8

Observed on navigating to the test url, it as shown 99.5px on the style

Attaching a screen-cast for reference.

felipeko@ could you please look into it and let us know your observations and let us know any pre-conditions for this issue.

Hi, thanks for the reply. 

After a little digging, found out what is causing this, the Regional Format configuration (as attached).

You have to logout and login for it to take effect, if it's in Portuguese (Brazil) this behavior happens, in English (US) it works as it should.
