VK malfunctions on Buganizer and white rectangle occludes the page

What steps will reproduce the problem?
(1) enable-virtual-keyboard on chrome:flags and re-login.
(2) Open https://b.corp.google.com/issues/new?component=34930&template=195970
(3) Tap the title and virtual keyboard opens
(4) Scroll the page and tap CC field

What is the expected result?
VK keeps opening and nothing weird happens

What happens instead?
White rectangle appears above the VK and the tapped field is occluded.
