[stacked tabs] Occasional layout glitch within left/right tab stacks

Observed on 61.0.3138.0 canary, though likely a very longstanding issue (at least as far back as M-50 when the material design tab strip was enabled by default, possibly earlier).

As seen in the attached screenshot, if there are more than the maximum number of tabs allowed in one of the leftmost or rightmost stacks, occasionally a slight layout glitch can be seen (refer to attach screenshot) where the spacing between stacked tabs appears too small.
