[stacked tabs] Pinned tab can sometimes shift to left while scrolling stacked tabs

Issue description

Observed on 61.0.3138.0 canary, though likely a very longstanding issue (at least as far back as M-50 when the material design tab strip was enabled by default, possibly earlier).

To reproduce:
1. Enter stacked tab mode.
2. Pin one tab.
3. Start gesture-dragging the non-pinned tabs to the right.

What happens:
In some circumstances the pinned tab is positioned too far to the left during the drag operation (but is laid out correctly once the operation ends). See the attached screenshot.

Still reproduces.  I dragged things as far left as possible (to make a stack on the left side of the strip), then grabbed the top of that stack and dragged right  The pinned tab snapped leftwards.
