[stacked tabs] Partial favicon sometimes visible in stack of tabs |

Issue descriptionWhen in stacked tab mode, if the favicon of a stacked tab occupies its maximum allowable space, the top-left corner of the favicon can be visible, as seen in the attached. Seen on Chrome OS 61.0.3138.0 canary, though this has likely been an issue ever since M-50 when the material design 'hybrid' tabstrip layout was enabled by default.

Agreed that if we were to go the route of hiding the favicons for this one specific case it would seem very strange to have them 'pop' into view. Two other possible fixes proposed by hwi@ in a separate thread: * Shift the x-position of favicons for all tabs (not just in stacked tab mode) to the right by ~1-2px * Decrease the spacing between two consecutive stacked tabs

I'd rather not shift the favicons. That 1-2 px seems small, but for people with 60 tabs open, it adds up to hiding the favicons many tabs sooner. Decreasing the spacing might be OK. The popping into view thing might actually be better. Not sure.
