in order to lessen the chance of running out of mdp lanes, we should only use android overlay for power savings if the browser is in fullscreen mode.  this hides the status bar and chrome application surface, saving two mdp lanes.

it doesn't matter if the player element itself is fullscreen, as long as the player is somewhere in the tree.
