Nothing displayed on screen instead of login screen.

Issue description

Chrome Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Boot Chromebook

What is the expected result?
Login screen is displayed.

What happens instead?
Screen totally black.
Nothing is displayed.

Please use labels and text to provide additional information.
Bisect says https://chromium-review.googlesource.com/c/546957/ is the first bad commit.

 
In chrome log (/var/log/ui/ui.LATEST), the following lines repeatedly appear:

Thank you for quickly handling the issue!

FWIW this issue has been observed on the following devices so far: kevin, lulu, kefka
(Please refer https://www.chromium.org/chromium-os/developer-information-for-chrome-os-devices for device info)
Probably you can use any Chrome OS device to debug this issue.
