Regression : 'Close(X)' option is seen missing in Sign-in Page

Issue description

Chrome Version: 60.0.3112.50/9592.37.0 beta-channel Daisy,Candy,Quawks,Jerry and Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Connect to Wi-Fi network in 'Connect to Network' screen  -> click on 'Accept and continue' button in EULA screen
(2)Now in Sign-in screen enter valid credentials and click on 'NEXT' button ->  Observe 'Close(X)' option in 'Please wait' page is seen missing to cancel Sign-in (Please refer video and screenshot)

Expected: 'Close(X)' option in 'Please wait' page should be seen and on clicking that icon Signing into account can be cancelled 
Actual: Instead 'Close(X)' option is seen missing 

This is Regression issue as same is working fine in M-58

@wzang : Please confirm the Issue

Note: Issue is also seen on latest M-61

The sign-in page will be upgraded to version 2 before M-61 and everything will look different. I'll leave this issue open and reevaluate it when the new page is available.
