Issue descriptionChrome Version:60.0.3112.50 1b8bb7c2c2f4bd3a42ec5a63db827ad9930f2536-refs/branch-heads/3112@{#485} OS: Windows(7,8,8.1,10) Steps to reproduce: 1. Launch Chrome, go to chrome://settings/languages, change browser language to 'Malayalam'. 2. Relaunch chrome, click on 'Main menu' > 'About Chrome' > 'Report an issue' ('Tells us what's happening' overlay appears). 3. Observe the Cancel and Send button. Actual: Content hide under 'Cancel' and 'Send' button on vertical scroll after changing browser language to 'Malayalam' Expected: Content should not hide under 'Cancel' and 'Send' button on vertical scroll after changing browser language to 'Malayalam' This is regression issue broken in 'M 60' and will soon update the bisect info: Manual Bisect Info: Good Build: 60.0.3074.0 Bad Build: 60.0.3076.0 Note: Issue is not reproducible on MAC and LINUX OS.

Unable to provide Narrow bisect as 'Report an issue' option is not present in Chromium. Change Log: https://chromium.googlesource.com/chromium/src/+log/60.0.3074.0..60.0.3076.0?pretty=fuller&n=10000 Suspecting: r465708? @afakhry: Kindly help to re-assign if your change is not the cause for this issue.

This is the expected behavior when contents don't fit. The buttons should stick to the bottom and on top of everything else.
