Separator line doesn't appear after dragging folder in 'other bookmarks' section of chrome://bookmarks

Chrome Version: 60.0.3112.50 (Official Build) 1b8bb7c2c2f4bd3a42ec5a63db827ad9930f2536-refs/branch-heads/3112@{#485} 32/64-bit.
OS:Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
(1)Launch chrome and navigate chrome://bookmarks/ , click on 'other bookmarks' folder icon from left.
(2)Click on iron icon next to search field and add 3-4 new folders.
(3)Now drag any folder down (such that it overlap on other folder) and observe.

Actual: Separator line doesn't appear after dragging folder (i.e after step 3)

Expected: Separator line should appear after dragging folder instead of blue highlight.

This is a Non-regression issue seen from 'M59' series i.e chrome version 59.0.3060.0
