OS: Mac OS X(10.11.6,10.12.3) 

Pre-condition: Enable 'Force UI direction' and ‘Enable RTL’ from chrome://flags.

Steps:
1. Launch Chrome and click in NTP icon and observe

Actual: Unwanted vertical line is seen at top and bottom of NTP icon

Expected: No such vertical lines should be seen at top and bottom of NTP icon

This is non-regression issue seen from M-61, since this is new flag implemented in 61.0.3123.0

Note: This issue is not seen on Linux and Windows OS.
