Placeholder text in chrome://bookmarks page should not be selectable.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)
Pre condition : Enable Material Design bookmarks flag from chrome://Flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://bookmarks
2. Now select the placeholder text in chrome://bookmarks page and try to drag it to search field,observe

Actual: Unable to drag the selected placeholder text. 
Expected: Should be able to drag the selected placeholder text. 

This is regression issue, broken in ‘M 59’ and will soon update other info :
Good build:59.0.3068.1

Using the per-revision bisect providing the bisect results,
Good build:59.0.3068.1 (Revision:463474).
Bad build:59.0.3069.0 (Revision:463921).
You are probably looking for a change made after 463549 (known good), but no later than 463550 (first known bad).

Note :Able to reproduce the issue in Windows 10,Ubuntu 14.04 & Mac 10.12.5 and able to reproduce in latest Canary #61.0.3141.0
