Regression: Vertical scroll bar doesn't seen on chrome://bookmarks page.

Issue description

Chrome Version: 60.0.3112.50 (Official Build) 1b8bb7c2c2f4bd3a42ec5a63db827ad9930f2536-refs/branch-heads/3112@{#485} 32/64-bit.
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3).

Pre-condition: 
1. Enable "Enable Material Design bookmarks" flags from chrome://flags.
2. Bookmark 10-15 webpages such that vertical scroll bar appears on chrome://bookmarks page.

What steps will reproduce the problem?
1. Launch chrome and navigate chrome://bookmarks page.
2. Zoom in the page to 175% or 200% such that horizontal scroll bar appears.
3. Now, observe the vertical scroll bar.

Vertical scroll bar gets hide.
Vertical scroll bar should be seen.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3043.0
Bad build: 59.0.3044.0

Good build: 59.0.3043.0 (Revision: 457297).
Bad build: 59.0.3044.0 (Revision: 457648).

You are probably looking for a change made after 457647 (known good), but no later than 457648 (first known bad)..

Able to reproduce the issue using #60.0.3112.50 on Win 10, Mac 10.12.4 and Linux Ubuntu 14.04
