soft keyboard not shown on text input in Webview on Android Nougat when lockscreen is on

Reported by evan.h...@buzzvil.com, Jun 28 2017

Issue description

Steps to reproduce the problem:
1. set system lock on Android N device
2. show webview above system lockscreen
3. touch text input in webview

What is the expected behavior?
when text input touched in webview,
it should show soft keyboard

What went wrong?
when system lockscreen is on and
if it is Nougat device,
soft keyboard is not shown when text input area is touched in webview

Did this work before? No

Chrome version: 58.0.3029.110 Channel: n/a
OS Version: 7.0
Flash Version:

Components: Mobile>WebView

Do you have an application in the play store that demonstrates this behaviour?
no, I found this issue during development.
It works fine on API version prior to Nougat, and also works fine
when system lock is off on Nougat.

Can I get further information about the progress on this issue??

I think it would be helpful to have a more detailed explanation on how to reproduce. Maybe attach an app? That would be helpful for debugging this issue and showing how the WebView is exactly used..

It's a lockscreen app running above system lockscreen.
If you login and screen off/on,
lockscreen will be shown above system lock.
swipe left, webview will be shown and
if system lock is set above Android N, text input in webview doesn't work.

Android N is when we added credential encrypted vs. device encrypted Contexts (https://source.android.com/security/encryption/ and https://developer.android.com/training/articles/direct-boot.html).

evan.hong@ what kind of context is your app running in? WebView should only accept CE contexts, but I think your app would require a DE context (so it wouldn't be able to even use WebView).
