2.3%-3% improvement in webrtc_perf_tests at 18686:18686

Project Member Reported by srte@chromium.org, Jun 28 2017

Issue description

Seems like there's variations in the number of frames dropped in the test connected to the attached graph. I have not been able to figure out what causes it, there is no clear correlation to the used device and the run order seems stable.

Since this is an improvement alert, I don't know what I'm supposed to do with it. I'd just be happy and leave it as is, even if there's obviously always going to be some variation due to devices heating up/get different run-order of tests etc (as discussed in another thread).
