Regression : Unwanted blue line is seen in background while recording in 'Performance' section of devtools.

Issue description

Version: 60.0.3112.50 1b8bb7c2c2f4bd3a42ec5a63db827ad9930f2536-refs/branch-heads/3112@{#485}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Performance' section and click on 'reload' button.
3. Now click on 'Record' button to record some activity and press 'Tab' key to move focus ahead and the press 'Shift + Tab' key to reverse focus movement,observe in the background while recording.(Refer screen cast)

Actual: Unwanted blue line is seen in background while recording after pressing 'Shift + Tab' key to reverse focus travel
Expected: Unwanted blue line should not be seen in background while recording after pressing 'Shift + Tab' key to reverse focus travel

This is regression issue, broken in ‘M 60’ and will soon update other info :
