Regression: In settings page, specific pages 3 dot menu focus is not seen

Issue description

Chrome Version: 61.0.3143.0
OS:Ubuntu 14.04, Windows:7

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/>> Go to on start-up and choose Open a specific page or set of pages
(2)Add few links, click on the 3 dot menu and observe the focus


Expected 
Focus should remain on the 3dot menu

Actual
Focus is lost

This is a regression issue broken in M-61

Able to reproduce the issue on Mac 10.12.5 using chrome version #61.0.3143.0.

Focus is not the same thing as the ripple effect. We intentionally show less ripples, while the focus is still at the correct element when exiting the dialog. See https://chromium.googlesource.com/chromium/src/+/1a5de509094aed3724a71314771f70a01a0584f8. Also notice how if you open the 3 dot menu with the keyboard instead of the mouse, and then hit the ESC key the ripple is shown (this is intentional).
