Regression : Youtube videos does not play smoothly in 144p quality and video keeps flickering.

Issue description

Chrome Version : 61.0.3143.0 (Official Build) b98b8c85d3bb5969c3d3c17851acc40e032e2dca-refs/heads/master@{#482834} 32/64 bit
OS : Windows(7,8,10), Linux(14.04)

Precondition : Kindly take a fresh user from user manager.

What steps will reproduce the problem?
1. Launch chrome, navigate to www.youtube.com and play any video.
2. Now change the video quality to 144p and observe the video. 
 
Actual Result : Video does not play properly in 144p quality

Expected Result : Video should play in 144p quality properly.

This is a regression issue broken in ‘M-61’, below is the Manual Regression range and will soon update other info.
Good build : 61.0.3142.0
Bad build : 61.0.3143.0

Note : Above issue is not seen on Mac (10.11.6, 10.12.3) and all YouTube videos play smoothly in 144p quality.

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & not in Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3143.0

Don't have my linux box with me today. +sunnyps since his change is the only possible related one in that list. +sandersd to see if he can repro on linux.

Couldn't repro on ToT (42aa7a0db08026fb855ba06fed2467fb96e923a3) on my linux box. Video looks fine at 144p.

Also, AFAICT my CL shouldn't have changed any behavior.

Also unable to reproduce with current Dev (61.0.3141.7) on Linux. The video used in the demo is not available on YouTube, so I can't tell if it's stream-related.

With response to comment # 7,

Retested above issue in latest canary (#61.0.3149.0) build on win-10 machine and issue is still reproducible. But unable to reproduce the same issue with #61.0.3149.0 build on Linux (14.04 LTS) machine.

I used these 2 videos for testing: 

1. https://www.youtube.com/watch?v=U7R2YODXHCc
2. https://www.youtube.com/watch?v=3XW-XdDe6j0

(Please note that, we need to manually set quality to 144p for every video we play).

Note : Issue is only reproducible on Windows OS.

Device: Pixel XL/N2G47O/7.1.2. build 61.0.3143.0 with WebView shell. 

I do see the issue issue on Dailymotion (prominent) and Youtube(not consistent- https://www.youtube.com/watch?v=3XW-XdDe6j0 video & other videos seems to be working fine) at quality 144p.

Videos on Chrome system image of 55.0.2883.91 plays fine.

I think I may have fixed this with issue ddb09a0d5aaf6aacf846355b7629953b2496b8ea. Can someone recheck this on 61.0.3147.0 or higher for Windows and WebView?

I can't repro this anymore. Can the QA team recheck per c#14?
I still this issue on Pixel XL/N2G47O/7.1.2/ with WebView Provider : 61.0.3154.3 (latest) on http://www.dailymail.co.uk/video(all videos).

I have checked few YouTube videos too in shell, it has the same issue (we cant change the video quality to 144p in shell in non full screen mode).


satyavathir@ Can you confirm if you see this in Chrome Canary? I'm unable to reproduce there for Pixel XL or Windows.

Can you also link to a video that's causing this issue for you?
#17- I had checked on Canary builds only before (issue seen on both chrome & WebView shell). 

Today again, I have checked on latest canary/ 61.0.3155.0 on Pixel Xl/XL/N2G47O/7.1.2 & Nexus 5X/ NMF27E. Issue still exists.

satyavathir@ can you record a video of what you're seeing? Or provide some more details exactly what you're seeing? Are you seeing the same issue as the video in c#1?

I've checked those videos on a Pixel XL w/ the same canary and compared to iPad w/ Safari and the playback is identical. They're pretty poor videos so their is some natural jerkiness to each one.
Video attached for comment #20 =>  go/chrome-androidlogs1/6/737425 and still reproducible on Asus zenphone(LRX21V) and Samsung Note 5(NRD90M) with 61.0.3160.0. Issue reproducible on all youtube videos and DU Browser app ( You tube videos) .

Thanks for the video +liberato since that seems like it might be compositing related. See video in c#21. I'm still unable to reproduce on desktop platforms though.
Issue 745941 (about jerky videos in webview) is possibly a duplicate. It was bisected to r482759 which made some sync token related changes.
