Steps to reproduce the problem:
This is not consistent, so there are no real steps. I cannot reproduce it, but reminds me of the visual glitches that desktop notifications experience every now and again (issue 486509).
I hibernated the machine, turned it on half a day later and when I moved one of the Chrome windows to the second monitor, the issue occurred.
What is the expected behavior?
A somewhat translucent tab strip background and controls.
What went wrong?
A transparent tab strip background and no controls.
(In the screenshot, the controls are not of that window, they belong to the window below it. Below in the z-index sense)

When I make the window not maximized, the tab strip background becomes black and the borders become light blue (Vista Basic style).
Moving it a bit makes the controls show up, but Vista Basic style.
Using Windows 7 Enterprise without any font smoothing or ClearType and with Aero Glass enabled.
