Making CNN 'side video' "full screen" results in a video that is right shifted and cropped.

Issue description

Chrome Version: 60.0.3112.41
Chrome OS Version: 60.0.3112.41
Chrome OS Platform: elm

Steps To Reproduce:
(1) http://edition.cnn.com/2017/06/27/politics/susan-collins-donald-trump-health-care/index.html
(2) scroll down a bit so video moves to right column
(3) click "full screen" icon.

Expected Result:

Video expands to full screen.

Actual Result:

Video expands to full screen, but is right shifted and cropped in half.  See attached video.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Always.

Elm video driver and firmware haven't changed for months. From the attached video, it doesn't look like the decoder problem. This looks like an UI problem. Miguel. Do you know who can take a look at this?

Looks like a fullscreen issue.

This is CNN, ChromeOS and the same user-facing problem as  issue 703337 , so I'm duping it. If this is a recent regression, please provide more details on that issue.
