Dome: In web page of Dome, no field to add rule of 'stage'

Issue description

docker image version: factory-server-20170620164005-f84a89-docker-1.10.3.txz

Refer to [1], 'stage' could be a rule to filter bundles but in the page of Dome there are only mac, sn and mlb_sn.

From the experience of one project build recently, we did have use case that different bundle would like to be applied into different stages ex: SMT, RUNIN

I may need more information for why this is needed.

MAC/SN/MLB_SN makes sense because the factory may want to do trial-runs or regression test so they will get one or few devices to "run newer toolkit" before it's pushed to all units.

But I can't see why SMT/RUNIN will need different versions since the related changes can be merged to a single toolkit so everyone can just upgrade to that.
