After powerwash + recovery, could not use my main account as owner

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36
Platform: 9460.60.0 (Official Build) stable-channel gnawty

Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
Error message said email or password could not be verified.  See this thread for details about what I tried and how the attempts failed

Did this work before? Yes Don't know.  Last week.

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: Google Chrome	59.0.3071.91 (Official Build) (64-bit) Revision	0 Platform	9460.60.0 (Official Build) stable-channel gnawty Firmware Version	Google_Gnawty.5216.239.34
Flash Version: 

The chromebook does not have a functional operating system at this point.  It starts up and attempts to repair itself in an infinite loop.  I have tried re-initializing from two different memory sticks.  Those attempts die with an "unexpected error."

These bugs are for V60, 61 but they sound so very like this issue.
