Reduce the number of migration threads in low-disk space scenarios

If the device is low on disk space there may not be enough overhead to support multiple threads migrating at once.  Reduce the number of threads before giving up.

cryptohome: reduce number of threads for low disk.

If the user is low on disk space when starting the crypto migration,
reduce the number of threads (and therefore required overhead) before
failing with low disk error.

TEST=cros_workon_make --board=samus --test cryptohome
