Most Visited thumbnails show up again when the signs out & sign in back again after clearing the browsing data from the beginning

Issue description

Chrome & CrOS Version : 9592.36.0/60.0.3112.45
Device --> McCloud

What steps will reproduce the problem?
(1) Launch Chrome window & navigate to many sites so that they can show up as Thumbnails in the new tab page.

(2) Go to More Tools --> Clear Browsing Data from the beginning. Make sure all the previous thumbnails are removed

(3) Sign out & sign in back in to the same user account. Verify

What is the expected result?
Previous thumbnails should not show up as the browsing data from the beginning was already cleared earlier.

What happens instead?
The previous thumbnails show up again after signing back in to the same user account.

I will check on the regression information and update the issue.

When you sign in, we get the Most Likely tiles from a server.
On clearing history, the tiles are also cleared on the server, but that can take a few minutes to propagate. Do the tiles go away again if you wait, say, 10 minutes? (And refresh the NTP a few times)
Yes, they do go away around 20 mins + by refreshing NTP.

Okay, so then things are basically working as expected. 20 mins does seem a bit long, but I guess still within acceptable range. I don't know if we can do much do speed this up.
Hey mark, do we really send a request to the server in this situation to explicitly clear the suggestions? I think not.

It might make sense to add a new server-side handler to clear suggestions immediately, although it could be tricky to get this right due to race conditions.

Per off-bug discussion: As long as the time delay is less than one hour, this is working as intended for now. However, we're tracking improvements to this internally at b/63430536.
