Handle network service crashes gracefully

Issue description

If the network process crashes, we should handle it gracefully by restarting it.

Marking as fixed since we have everything we need for now. If canary brings up new issues, we can file new bugs. Thanks Chong!

Reopening since we have a bunch of callsites that don't handle restarts per audit. I'll file individual bugs that are child bugs of this one.
