Contextual Search can get into a state where simply adjusting the selection pins can trigger the Context Menu to show!

Repro:
1) Long-press on plain-text to select, and observe both the Action Bar and CS Bar show.
2) Long-press on a link, and observe the Context Menu shows.
3) Tap on page text to dismiss the Context Menu.  Note that the selection and Action Bar still show but CS Bar is hidden.
4) Now adjust the pins.  Observe the Context Menu shows again!  Expected result: only the Action Bar and CS Bar should show.
