30% drop frame in playing 60fps VP9 video on ARM based device

Chrome Version: 61.0.3136.5
OS: CrOS

This is not found on Intel based LINK device. It is not observed on H264 60fps video.

What steps will reproduce the problem?
(1) navigate to https://www.youtube.com/watch?v=MbiOazijZVQ
(2) right click, Stat for nerds

What is the expected result?
drop frame number is reasonable

What happens instead?
high dropped rate, e.g 3103/10200, obvious stutter in playback

Thank you for the report. Could you provide some additional details please? Would you perhaps be able to submit a CrOS feedback report and provide a feedback ID after reproducing? Which exact device was this? Is this a regression?

this is a dup of 694783. it is not a regression and is not limit to ARM.
